A dispute between a group of children playing on a street in the Mokattam area of Cairo escalated into a bloody brawl, during which several people competed to beat each other with knives, resulting in several injuries, some of which nearly resulted in death.
The story began when the Egyptian Ministry of Interior received a video clip showing a group of people violently fighting, using knives and sticks. The video, circulating on social media, showed several people injured during the brawl, prompting immediate action by security forces to apprehend the perpetrators.
Security Authorities Take Action
Colonel Mohamed Ibrahim of the Ministry of Interior explained that security forces were able to uncover the circumstances of the video clip, revealing that the brawl involved more than 13 people, all residents of the Mokattam Police Department.
He added that the Ministry found no reports of the incident, but immediately took action to apprehend those involved, given the serious legal violations that led to the crime. He continued, "The fight broke out over children playing, but it escalated into a bloody battle between the first party, consisting of six people, one of whom sustained two wounds to the head and face, and the second party, consisting of seven people, one of whom sustained a cut."
The security source noted that all parties involved in the fight were residents of the same area. The dispute between them over the children escalated into a verbal assault, and they then carried out a series of violent assaults, resulting in several injuries and potentially leading to a greater catastrophe.
He confirmed that security forces affiliated with the Cairo Security Directorate were able to apprehend both parties involved in the fight, in addition to seizing the weapons used to cause the injuries. They confessed to committing the incident due to the dispute between the children, and the Ministry of Interior has initiated legal proceedings.
Self-Control
Ibrahim called on all parents to exercise self-control, especially since this was a quarrel between children, before it escalated to the use of weapons and the exchange of blows and injuries, which has already placed the parents under the law.
He emphasized that Egyptian law combats all acts of violence and bullying, as fights involving bladed weapons fall under the category of these crimes, which ultimately lead to one of two fates for the perpetrator: imprisonment or death from a mistaken or intentional blow.
"Bullying and Show of Force"
For his part, legal advisor Sayed Ahmed Abu Pasha, a lawyer at the High Court of Appeal and the State Council, stated that Egyptian law treats this type of quarrel with a specific definition: "bullying and show of force."
He pointed out that Article 375 bis of the Egyptian Penal Code stipulates that the crime of bullying and show of force is punishable by imprisonment for up to five years, especially in the case of the use of bladed weapons or an animal that causes panic.
According to the legal advisor, this penalty could reach life imprisonment for 25 years in the event of severe injury to one of the parties, whether a minor or a woman. It could also reach the death penalty in the event of a murder resulting from a brawl involving bladed weapons.
Abu Pasha explained that Egyptian law deals decisively and firmly with crimes of bullying, spreading panic, and the use and display of force. The penalties contained in its provisions aim to prevent or discourage the recurrence of these crimes through deterrent punishments that encourage everyone to comply.
The Egyptian lawyer emphasized the need to launch awareness campaigns on the legal provisions, as part of the Egyptian Ministry of Interior's plan to eliminate street violence, ensure calm, and enforce the rule of law as an alternative to violence among citizens.
