He pointed out that the marriage of minors often occurs through fake marriage notaries without legal documentation. Amer spoke about the spread of fake marriage notaries who exploit the lack of awareness among some people to achieve financial gain. He emphasized that these forgers do not have the authority to officially document marriage or divorce contracts.

Amer explained that customary marriage is legally valid, especially in remote areas. Marriages are legally contracted without official registration, leading to legal problems, such as the inability to register births and the lack of legal recognition of marriages. In a well-known case, the head of the Sharia Notaries Syndicate mentioned that actor Mahmoud Abdel Aziz was legally married to media personality Boussy Shalaby, but then legally divorced her, and then legally remarried.

He also confirmed that the law criminalizes the registration of underage marriages, and that this type of marriage is often legally performed by fake notaries without legal documentation. He explained that people with mental illnesses have the right to marry unless their condition proves to be dangerous enough to prevent it. 

A mentally ill person with a serious condition is not legally entitled to marry. A person lacking legal capacity is prohibited from marrying, regardless of whether they meet the legal requirements.
